ORDER No. 188 of 15 September
ORDER No. 188 of the Rector of the Nicolaus Copernicus University in Toruń of 15 September 2020 on preventing the spread of SARS -CoV-2 among community members of the NCU.
Pursuant to art. 52.3 of resolution No. 37 of the Senate of the Nicolaus Copernicus University in Toruń of 16 April 2019 the Statutes of the Nicolaus Copernicus University in Toruń (Biuletyn Prawny UMK of 2019, item 120 as amended) it is ordered as follows:
Article 1
In the period from 1 October 2020 to 28 February 2020 the following rules shall be introduced to prevent and counteract the spread of SARS-CoV-2 virus among members of the community of the Nicolaus Copernicus University in Toruń, hereinafter referred to as the "University".
Article 2
The organisation of education at the University is regulated by a separate order of the Rector.
Article 3
- The University buildings shall be open to employees, doctoral students, students and participants of other forms of education, as well as to tenants of the premises located in these buildings.
- Detailed rules for the use of the University buildings and their preparation for users are set out in annex 1.
Article 4
- Domestic and foreign official outgoing visits of academic teachers, doctoral students, and students of the University and incoming visits of domestic and foreign visitors to the University shall take place with the consent of the dean, the director of the doctoral school or the head of the organisational unit respectively and in compliance with sanitary requirements.
- Domestic and foreign official outgoing visits of employees who are not academic teachers shall take place with the consent of the chancellor or vice-chancellor for Collegium Medicum - in the case of administration and servicing staff, or the head of an organisational unit - in the case of engineering and technical staff and librarians in which the employee is employed, and in compliance with sanitary requirements.
Article 5
- Conferences, concerts, exhibitions, sports competitions and other events organised by the University, and in particular faculty matriculation ceremonies for first-year students, shall be held in accordance with the requirements arising out of separate regulations.
- The rules and scope of activities of the University Sports Centre other than teaching activities, approved by the competent vice-rector, are set out in Annex 2 to the order.
- The rules and scope of activities of the Collegium Medicum Centre for Physical Education and Sport, approved by the competent vice-rector, are set out in Annex 3 to the order.
- The rules and scope of activities of the Academic Centre for Culture and Art "Od Nowa", approved by the competent vice-rector, are set out in Annex 4 to the order.
Article 6
- The University Library shall operate pursuant to the requirements arising out of separate regulations.
- The rules and scope of activity of the University Library approved by the competent vice-rector are set out in annex 5 to the order.
Article 7
- The Nicolaus Copernicus University Archives shall operate pursuant to the requirements arising out of separate regulations.
- The rules and scope of activity of the Nicolaus Copernicus University Archives, approved by the competent vice-rector, are set out in Annex 6 to the order.
Article 8
- Only students and doctoral students and participants of other forms of education from abroad may be accommodated in student houses.
- Student House No. 12 shall be excluded from the accommodation of students and doctoral students and participants of other forms of education from abroad and shall serve as a quarantine facility for members of the academic community.
- No more than two persons may be accommodated in a room in a student house unless they share a common household.
- Accommodation in student houses shall only take place by prior appointment with the administration of the student house.
- Visitors are not allowed in student houses.
- Detailed rules for the use of student houses are set out in annex 7, which was agreed with the student and doctoral student government and approved by the competent vice-rector.
Article 9
- Employees, doctoral students and students may report any information and questions concerning the functioning of the University in an epidemiological emergency to koronawirus@umk.pl.
- Any information to third parties on the functioning of the University with regard to the scope of this order shall be provided by the Nicolaus Copernicus University Press Team (pl. Zespół Prasowy UMK) exclusively.
Article 10
The Chancellor, by way of an order, shall specify the detailed principles of the functioning of the University administration and the manner in which the engineering and technical staff, servicing staff, and librarians shall perform their duties during the period of limitation of the functioning of the University in connection with preventing, counteracting and combating of COVID-19.
Article 11
In all matters not regulated in the order within the period referred to in art.1, decisions concerning the functioning of the University shall be made by the rector.
Article 12
The order becomes effective as of 1 October 2020.
