COVID-19 pandemic and discrimination

Abstract: The outbreak of the COVID-19 pandemic in 2020 and its social and economic effects, hit people belonging to certain groups in a particularly hard way throughout Europe. Upholding equality and protecting against discrimination and hate during the pandemic, as well as other, similar types of crisis, are key aspects and central, regional and local authorities play an important role, as well as national human rights institutions and equality bodies.

A crisis often makes more visible longstanding inequalities that existed already before its outbreak. Institutions at all levels should tackle and eliminate the structural inequalities and disadvantages to increase resilience and preparedness to future crises.
