Against racial discrimination

Dr hab. Michał Balcerzak, NCU Prof. from the Faculty of Political Science and Security Studies, has been elected to the United Nations Committee on the Elimination of Racial Discrimination (CERD) for the term 2022-2026.

The election was decided at the UN General Assembly held in New York. The task of the Committee, which consists of 18 independent experts, is to monitor the implementation of the provisions of the International Convention on the Elimination of All Forms of Racial Discrimination. In addition, the Committee also prepares interpretations of the Convention's provisions and recommendations for states and organises thematic discussions. The sessions of the Committee take place in Geneva.

As Mariusz Lewicki, chargé d'affaires a.i. of the Permanent Representation of the Republic of Poland to the United Nations in New York, explained to the Polish Press Agency, "the election of Professor Michał Balcerzak to the Committee is a sign of recognition of his competence and experience, but also of Poland's role in promoting international law at the UN. This is one of the priorities of our membership in the UN Security Council. We regard Prof. Balcerzak's election to the Committee as a continuation of our activities in this area."

Dr hab. Michał Balcerzak, prof. UMK – profesor in the Department of International Security at the Faculty of Political Science and Security at the Nicolaus Copernicus University. From 2003 to 2021 he worked in the Department the Human Rights at the Faculty of Law and Administration of the Nicolaus Copernicus University. Dr habil. in legal sciences (2014).

Diploma of the International Institute of Human Rights, Strasbourg (2004) and the Academy of European Law, Florence (2007, human rights session). Prize of the Prof. Manfred Lachs Foundation for the best book on international law published in 2008. ('The issue of precedent in international human rights law').

Listed as an ad hoc judge of the European Court of Human Rights (2018-2022). Member of the Legal Advisory Committee to the Minister of Foreign Affairs, the Committee on Human Rights in Emergencies of the ILA (representative of the Polish Section of the International Law Association), the European Society of International Law (ESIL). Participated in the work of the Management Committee for Human Rights of the Council of Europe (2004-2008), as well as several expert groups developing draft recommendations of the Committee of Ministers of the Council of Europe in this field.

Deputy member of the Management Board of the European Union Agency for Fundamental Rights (2012-2017). Independent expert in the Working Group on People of African Descent (UN Human Rights Council special procedure - Working Group of Experts on People of African Descent (2014-2021, Chairman of the Group in 2018-2019). Nominated by Poland and included in the list of experts in the so-called Moscow Mechanism of the Organization for Security and Co-operation in Europe. Expert of the Centre for Legal Analysis and Expertise of the de Virion Academy. In 2016-2020, editor-in-chief of the Comparative Law Review, member of the Editorial Board "East European Human Yearbook on Human Rights". Author of numerous studies on international human rights protection, the law of international organisations and international justice.
