Agreement on Safety
The agreement signed by the authorities of the Nicolaus Copernicus University with the police departments in Toruń and Bydgoszcz aims to enhance the safety of the academic community.
The document was signed by, prof. dr habil. Andrzej Tretyn, NCU Rector, Inspector Witold Markiewicz, Toruń Police Chief, and Junior Inspector Mariusz Gaik Bydgoszcz Police Chief. The meeting was also attended by mgr Karolina Sokalska, NCU Chancellor, dr eng. Marzena Ruczyńska, Deputy Chancellor for the Collegium Medicum, and mgr Robert Murawski Deputy Rector for Safety, and dr Patryk Tomaszewski, University Press Officer.
The agreement sets forth detailed rules governing police officers' entry onto university campuses, particularly in the context of academic autonomy. This typically occurs at the request of the University Rector, except in cases of an immediate threat to life or health or a natural disaster.
Under the agreement, the police have the right to intervene without notifying the University Rector in specific situations, such as when there is reasonable suspicion that a person on campus is either producing or distributing psychotropic or psychoactive substances. Other cases include: the presence of a person who poses a threat and intends to commit a terrorist offense, or a reasonable suspicion that a person is on campus engaging in activities aimed at committing a crime motivated by prejudice and hatred based on such prejudice.
In such situations, the police may intervene, but they must immediately notify the University Rector. The police may also patrol the university's public areas, but they are not permitted to enter the buildings.
The agreement was signed on March 26th, 2026, for an indefinite period.
